About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center (AFLCMC) is conducting market research to identify sources capable of providing a compact electronic navigation system designed for operations in GPS/GNSS degraded or denied environments. The system must integrate multiple supplemental sensors including magnetic, inertial, gravity, visual, celestial, radar/lidar, ground signals of opportunity, terrain mapping, and advanced timing technologies such as quantum and atomic clocks. The navigation solution must be versatile for deployment across aircraft, land vehicles, maritime platforms, and man-portable applications, and must provide continuous location tracking with compatibility to the Android Team Awareness Kit (ATAK) for real-time situational awareness. Key performance objectives include positional accuracy between 10 and 30 meters Circular Error Probable following 100-mile movement and 6 hours of operation, anti-jamming performance up to 95 dB J/S, first fix achievement within 2 to 5 minutes in denied environments, 24 to 48 hours of battery endurance, water resistance to IPX-7, and weight not exceeding 3 to 5 pounds including batteries. Interested respondents must submit their responses by 12:00 PM Eastern time on February 27, 2026, with submissions limited to 15 pages and directed to specified Air Force personnel via email.

This is a Request for Information (RFI) and Sources Sought Synopsis issued for market research purposes only, and therefore carries no set-aside designations or guaranteed contract awards. No incumbent contractors or potential award values have been identified in this pre-solicitation notice. The RFI requires respondents to provide company information, detailed product specifications and capabilities, rough cost estimates, development costs if applicable, warranty terms, training details, risk assessments, and small business utilization plans if subcontracting is contemplated. The Government will not reimburse any costs associated with preparing and submitting responses to this RFI, and the notice does not constitute a binding commitment to procure the described navigation system. This market research effort aims to inform the Government's acquisition strategy, statement of work, and performance specifications for potential future solicitation.

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a reliable navigation system for operations in Global Positioning System (GPS)/ Global Navigation Satellite System (GNSS) degraded or denied environments.

The required capability is a compact electronic navigation system that integrates supplemental sensors, such as magnetic, inertial, gravity, visual, celestial, radar/lidar, ground signals of opportunity, terrain, local timing, quantum and atomic clock’s ability to synchronize, pulsar/celestial time synchronization, improved/accurate reference maps. The system must be versatile for use on aircraft, land vehicles, maritime platforms, and man-portable applications. The system must provide precise location data compatible with the Android Team Awareness Kit (ATAK) for real-time situational awareness and mission planning. The system must provide continuous location tracking, even in the absence of GPS/GNSS.
