About this opportunity

Immigration and Customs Enforcement (ICE), Office of the Chief Information Officer (OCIO), Information Assurance Division (IAD) is issuing a Request for Information (RFI) for Cyber Defense and Intelligence Support Services (CDISS) to conduct market research and refine acquisition strategy. The services sought include comprehensive cybersecurity support encompassing 24/7/365 security operations center (SOC) monitoring, intrusion detection, incident response, vulnerability scanning, penetration testing, cyber threat hunting, forensic analysis, and security engineering across ICE's enterprise IT environment. Key requirements include supporting approximately 53,000 network devices, maintaining compliance with the DHS Cybersecurity Service Provider (CSP) Framework Evaluator Scoring Metrics, and demonstrating experience in post-quantum computing assessments and Zero Trust Architecture implementation. The RFI is not a formal solicitation and does not commit the government to award a contract; rather, it is designed to gather industry input on capabilities, past performance, and comments on the draft Statement of Work to inform the eventual competitive solicitation. Responses to the RFI are due January 9, 2026 at 12:00 PM Eastern Time, and all costs associated with responding are at the interested party's expense.

The procurement uses no set-aside designation. While the RFI does not disclose specific budget information or identify incumbent contractors, the contract will be performed primarily in Chandler, Arizona and Washington, D.C., with potential to support other DHS components. The scope encompasses supporting ICE's Cyber Defense and Intelligence Branch (CDIB) in identifying, protecting, detecting, responding to, and recovering from cyber security threats across local and wide area networks, trusted internet connections, cloud-based infrastructure, security devices, servers, and workstations. The RFI serves as a recompete vehicle, indicating an existing contract relationship that will be renewed or replaced through a future formal solicitation. Interested vendors should note that all submissions become government property and will not be returned, and proprietary information must be clearly marked and segregated from other response materials.
