About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Request for Information (RFI) seeking market research on cyanogen chloride (CK) gas supply capabilities. This Special Notice is posted under opportunity ID 3fcd20dbda894dd0940cbc3796ee3f3e and addresses the government's need for up to 1,000 pounds of cyanogen chloride gas at 96% purity for filter effectiveness evaluation. The RFI was posted on August 7, 2025, with responses due by August 13, 2025. The requirement involves multiple shipments over a 60-month ordering period, with deliveries needed at military facilities in Maryland and Arkansas. This RFI is classified under NAICS code 325180 for Other Basic Inorganic Chemical Manufacturing and falls within the compressed and liquefied gases product service category.
The primary purpose of this RFI is to conduct market research and assess available sources capable of meeting the government's cyanogen chloride requirements, potentially supporting a future Justification and Approval for other than full and open competition. Contractors must demonstrate comprehensive capabilities including CK gas production with verified purity analysis, stabilization methods to prevent polymerization, detailed cylinder-level documentation, leak detection protocols, and compliant transportation to designated military installations. Interested parties must submit company information including CAGE code and DUNS number, detailed capabilities statements addressing all technical requirements, estimated delivery lead times for orders up to 200 pounds, and business size classification under the specified NAICS code. Responses are limited to five pages and must be submitted electronically with the subject line "RFI Response - CK Gas Supply" to the designated government contact. The government emphasizes this is an information-gathering exercise only and does not constitute a commitment to issue a future solicitation or contract award.

Approved for Public Release
Purpose of RFI
This RFI is issued in accordance with DFARS PGI 206.302-1(d) to support market research and assess the availability of responsible sources capable of meeting the Government’s requirements for Cyanogen Chloride (CK) gas supply and delivery. Results may inform a potential Justification and Approval (J&A) for other than full and open competition under FAR 6.302-1.
This is not a solicitation for proposals and does not constitute a commitment to release a solicitation in the future. The Government is not obligated to contract for any supply as a result of this this notice.
Summary of Requirement
The Government requires delivery of up to 1,000 lbs. of cyanogen chloride (CK) gas, at ≥96% purity, in multiple shipments over a 60-month ordering period. The CK gas will be used to evaluate filter effectiveness.
Key Industry Capabilities Required
1. Production:
- Produce CK gas at ≥96% purity, verified by Gas Chromatography–Mass Spectrometry (GC-MS) or Gas Chromatography–Thermal Conductivity Detector (GC-TCD).
- Analyze and report levels of ClCN, HCN, and CO₂ for every batch and/or lot.
2. Stabilization: Prevent dangerous polymerization both in transit and at temperatures up to 122 °F (50 °C) through verified stabilization methods.
3. Cylinder-Level Documentation: Provide documentation for each cylinder that includes:
- Certificate of purity with GC-MS or GC-TCD results
- Full chemical analysis (ClCN, HCN, CO₂)
- Type and amount of stabilizer used
- CK production date and cylinder fill date
4. Leak Detection & Storage: Temporarily store filled cylinders for leak detection prior to shipment in a manner that prevents exposure to any leaked gas.
5. Transportation & Delivery: Safely deliver CK gas to military facilities in Maryland and Arkansas in compliance with all applicable federal and state hazardous material regulations.
Requested Information
Interested parties shall submit the following:
1. Company Information: Company name, CAGE code, and DUNS number
2. Capabilities Statement addressing each of the following areas:
- Production Capability: Historical CK production volumes and third-party chemical analysis reports (including ClCN and other detected constituents)
- Stabilization: Examples of stabilized CK shipments (locations, dates) and methods used
- Cylinder Documentation: Process for tracking chemical analysis, stabilizer usage, and production/fill dates for each cylinder
- Storage & Leak Detection: Safety protocols for leak detection and interim storage
- Transportation: Methodology for compliant transport of CK gas to Maryland and Arkansas installations and any extra precautions to mitigate risk to the drivers and general public during transit.
3. Estimated Delivery Lead Times of orders up to 200 lbs.
4. Business Size Classification under NAICS 325180
Submission Instructions
Responses are limited to 5 pages and must be submitted electronically to Ben Gilson (benjamin.gilson.civ@army.mil) no later than August 13, 2025. Please include “RFI Response – CK Gas Supply” in the subject line.
