About this opportunity

The Department of Agriculture Assistant Secretary for Departmental Management is issuing a Request for Information for an enterprise course creation platform solution with a Total Small Business set-aside, with responses due June 26, 2026. The solution must integrate with AgLearn's TotaraGov platform, a FedRAMP-authorized system, and serve 120,000 USDA users.

The contractor must deliver a Section 508 WCAG 2.0 AA conformant SaaS platform supporting 400 annual subscription licenses across USDA agencies and AgLearn federal external customers. The platform must enforce accessibility controls directly within the authoring and publishing process, generate Section 508-compliant courses without reliance on user implementation, and support generative AI course creation with systemic accessibility compliance. Multi-tenant enterprise infrastructure must enable collaborative course development, asset sharing, and organizational management. The solution must store and maintain more than 1,400 existing eLearning courses and support SCORM or AICC conformance.

Additional requirements include Single-Sign On capability, user training, license management with pro-rating support, remediation of Section 508 violations in courses created in other technologies, and maintenance of current Section 508/WCAG 2.x compliance certification with a published Voluntary Product Accessibility Template and documented annual accessibility updates.

Interested vendors should submit a Capability Statement and inquiries to Corey Murzyn, corey.murzyn@usda.gov. NAICS code 513210 (Software Publishers); PSC code 7A20 (IT and Telecom—Application Development Software).
