About this opportunity
Lawrence Berkeley National Laboratory, operating under the Department of Energy, is seeking to establish multiple master agreements for construction services to streamline future acquisitions of construction projects. The laboratory intends to prequalify construction suppliers through these five-year master agreements that will establish terms, conditions, administrative costs, and fees in advance of individual project awards. Qualified contractors must operate under NAICS Code 236220 (Commercial and Institutional Building Construction) and demonstrate capabilities in federal facility construction projects, including appropriate bonding capacity and technical abilities. After establishing the master agreements, LBNL will award individual construction orders through competitive requests for proposals from prequalified contractors, with awards determined using either lowest price technically acceptable or simplified best value evaluation criteria. Interested parties must respond to this Request for Information by September 19, 2025, and complete a comprehensive company information form detailing their business capabilities and experience.
This procurement opportunity is exclusively set aside for small businesses, with no large business participation permitted, and contractors must have annual receipts of $45 million or less to qualify under the applicable size standard. The total estimated value across all master agreements over the five-year term is $1.4 billion, with individual project orders not expected to exceed $25 million each. The master agreement structure will enable LBNL to quickly access prequalified contractors as construction needs arise, eliminating the need for lengthy procurement processes for each individual project. The five-year term of these agreements will provide sustained opportunities for qualified small business contractors to compete for federal construction work at the laboratory. No current incumbents or existing contractors are specifically mentioned in the solicitation notice.
Notice text
To streamline the acquisition of construction services, Lawrence Berkeley National Laboratory (LBNL) intends to establish multiple master agreements (MAs) with qualified construction suppliers that can be quickly accessed as needs arise. These MAs would establish the terms and conditions, general and administrative costs, and fees ahead of individual projects.
The term of the awarded MAs will be for five years and the total value awarded under them is estimated to be $1.4 billion dollars.
After the MAs are established, the Laboratory will award individual orders through seeking competitive offers via requests for proposals (RFPs) from the prequalified MA holders. Work for each project will be awarded based on lowest price technically acceptable or simplified best value criteria.
These MAs will be set aside for small businesses. No large businesses will be considered for award. The NAICS Code identified for this acquisition is 236220 Commercial and Institutional Building Constructionand the corresponding size standard is annual receipts of $45 Million or less.
