About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a contractor to provide new concrete monolithic type floats for naval mooring purposes at Naval Base Kitsap in Bangor, Washington. The procurement calls for a 30ft x 60ft concrete float with specific technical requirements, including full-depth concrete sidewalls, utility trenches for shore power cables, mooring collars compatible with existing pier pylons, and ultra-high molecular weight polyethylene fendering. Key technical specifications mandate the float must support Sea State 3 conditions, withstand a 400-lb concentrated load, maintain a 30-inch freeboard, and accommodate wind loads up to 85 mph. The contractor must submit detailed engineering drawings, a Quality Assurance/Quality Control Plan, and hold PCI (Precast/Pre-stressed Concrete Institute) Certification. Responses to this pre-solicitation notice are due by May 14, 2025, with government representatives planning multiple site visits during fabrication to verify compliance.
This procurement is designated as a Total Small Business set-aside under NAICS category 327390 for Other Concrete Product Manufacturing and PSC category 1945 for Pontoons and Floating Docks. While specific award value is not disclosed, the contract requires delivery of the concrete float by August 29, 2025, via waterway to the specified naval base. The float must meet precise engineering tolerances, including a maximum transverse tilt of 3 degrees and capability to support specific loads such as an 8ft x 20ft Conex box and an aluminum access brow. All fabrication work will be completed at the contractor's or subcontractor's work site, with site visits required to measure specific pylon locations for mooring collar installation. The procurement emphasizes technical precision, quality control, and strict adherence to detailed naval engineering specifications for marine infrastructure.
