About this opportunity
The Air Force Life Cycle Management Center (AFLCMC) at Wright Patterson Air Force Base is conducting market research to identify sources capable of providing next-generation Combat Rubber Raiding Craft (CRRC) boats and engine systems to support the Guardian Angel Personnel Recovery weapon system. This Request for Information (RFI) is issued for informational purposes only and does not constitute a formal solicitation or commitment to procure. The government seeks solutions that address the obsolescence of current engine fleets and limitations of existing flat-bottom hull designs, particularly for operations in adverse weather conditions such as Sea State 3 and beyond. Respondents must submit detailed product specifications, capability descriptions, cost estimates for procurement and development, test results, delivery schedules, warranty terms, spare parts information, training details, product improvement plans, technical and schedule risks, and small business utilization strategies. Responses are limited to 15 pages, must clearly mark proprietary information, and are due electronically by 12:00 PM Eastern time on May 20, 2026, to Jamie Sclafani (Contracting Officer) at Jamie.sclafani@us.af.mil and Kameron Patterson (Program Manager) at kameron.patterson.1.ctr@us.af.mil. Prospective contractors must be registered in the System for Award Management (SAM) database and should include applicable NAICS code 336612 (Boat Building) in their registration.
This is not a set-aside procurement. The government does not identify any current incumbents in the RFI. The Initial Operational Capability (IOC) phase involves procuring two CRRCs for Buy, Try, Decide testing, while Full Operational Capability (FOC) requires 56 CRRCs, though specific budget values are not disclosed in this pre-solicitation notice. Key performance parameters include a maximum payload capacity of 1,780 pounds (threshold) to 2,610 pounds (objective), minimum speed of 15 knots with Beaufort Force 3 headwinds (threshold) to 10 knots with Force 5 headwinds (objective), empty weight of 350 pounds or less (threshold) to 300 pounds or less (objective), and the ability to operate in World Meteorological Organization Sea State 5 conditions. Potential technical solutions identified by the government include an M50-65 High Output engine combined with a reinforced drop-stitch flat-bottom hull or a V-hulled CRRC requiring advanced airdrop methods.

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a CRRC. The current Guardian Angel (GA) weapon system relies on CRRC boats and engines that are nearing the end of their service life and no longer fully meet the evolving requirements of the Personnel Recovery (PR) mission. The obsolescence of the current engine fleet and the limitations of the existing flat-bottom hull design in adverse weather conditions restrict operational capabilities and increase mission risk. Specifically, the inability to operate effectively in rough seas limits the ability to conduct PR missions in certain geographic locations and weather conditions. The current program lacks a viable replacement solution that addresses these deficiencies, restores the weapon system’s full operational capability, and provides GA personnel with a reliable and effective CRRC system for all operational environments. Furthermore, the decreased fuel efficiency or increased weight of a potential replacement engine adds logistical complexity and can reduce operational range.
