About this opportunity

The Army Contracting Command-Rock Island, on behalf of the Project Lead Joint Services at Picatinny Arsenal, New Jersey, issued a Request for Information on cast cure and melt pour loaded warheads with a response deadline of August 5, 2026. The Army seeks feedback from Continental United States sources on existing capability to manufacture warheads weighing one to five pounds, three to four inches in diameter, at production rates between 10,000 and 100,000 units per year.

Respondents must describe prior experience, existing facility and equipment (melt kettles, cast cure kettles, energetic machining equipment), and personnel qualifications. Responses shall identify specific warhead types, nomenclatures, or physical dimensions the company has successfully manufactured and delivered; detail past performance within the last five years including total quantities, production rates achieved, and prime or subcontractor status; state the facility's current minimum viable annual production rate and absolute maximum surge capacity under multi-shift operations; provide a year-by-year production profile from Government Fiscal Year October 2027 forward detailing manufacturing quantities and projected ramp-up; and describe known supply chain or tooling bottlenecks that would prevent reaching the 100,000 per year maximum rate. The RFI also requests description of existing manufacturing facility footprint.

DESCRIPTION:

The Army Contracting Command-Rock Island, on behalf of the Project Lead Joint Services, located at Picatinny Arsenal, NJ is seeking feedback from industry on Continental United States (CONUS) sources and information for the existing capability to manufacture cast cure loaded warheads and melt pour loaded warheads weighing between one (1) to five (5) pounds.

RESPONSE REQUIREMENTS:

The Government is requesting information from all interested CONUS sources having relevant High Explosive (HE) cast cure and melt pour loading capabilities and experience to produce warheads ranging between three (3) to four (4) inches in diameter and at rates to deliver between 10,000 and 100,000 per year. Respondents shall describe their prior experience, their existing facility, existing equipment (i.e. melt kettles, cast cure kettle, energetic machining equipment) and personnel.

With respect to the Government’s interest in the above, to adequately assess capability, responses shall address the following specific requirements.

  1. List the specific types, nomenclatures, or physical dimensions of cast cure and melt pour warheads your company has successfully manufactured and delivered. Provide details of past performance within the last five (5) years, including total quantities delivered, production rates achieved, and whether your company acted as the Prime or Subcontractor.

  2. State your facility's current minimum viable annual production rate (economic run rate) for this class of warhead. State your facility's absolute maximum annual surge capacity (assuming multi-shift operations) using existing infrastructure. Additionally, provide a year-by-year production profile starting in Government Fiscal Year October 2027, detailing annual manufacturing quantities and any projected ramp-up. Finally, describe any known supply chain or tooling bottlenecks that would prevent you from reaching the 100,000 per year maximum rate.

  3. Describe your existing manufacturing facility footprint, explosive loading bays, and storage areas. Provide a detailed description of existing production equipment relevant to cast cure and melt pour operations. Note whether any critical equipment must be procured to meet the target rates.

  4. Describe the critical skill sets, certifications, and experience levels required of personnel executing these operations. Detail your company’s current staffing levels possessing these skill sets. If current staffing is insufficient to meet the 10,000 to 100,000 yearly rate, provide a recruitment plan and timeline broken down by timed milestones, required training hours, and measurable certification standards indicating how long it will take to hire, train, and certify the required personnel. Finally, describe any known labor shortages or workforce availability constraints that would prevent your company from meeting the requested yearly rate.

  5. Describe your company’s capability of and experience with providing for the handling, storage and shipping of HE and HE loaded warheads. Provide examples of past experience with these capabilities.

  6. Describe your company’s capability of and experience with receipt of HE, storage of HE, disposal or treatment of HE and HE contaminated wastes. Provide information regarding existing relevant environmental and other operating permits required to execute this type of work.

  7. Confirm your company’s capability to handle and store Controlled Unclassified Information and classified information.

SUBMISSION INSTRUCTIONS:

  1. Responses shall be submitted electronically via email to Lindsey Arguello, lindsey.j.arguello.civ@army.mil, and SFC Pramod Khanal, pramod.khanal.mil@army.mil, by no later than 4:00pm CDT on 05 August 2026.

  2. Responses shall be in PDF format and shall not exceed twenty-five (25) pages, including the cover sheet, photos and diagrams. The minimum acceptable font size is 12 Calibri. The cover sheet shall include the following company information:

If small, please indicate any applicable socio-economic status such as: Small Disadvantaged Business, Service-Disabled Veteran-Owned Small Business, 8(a), HUB Zone, etc.

  3. Response shall include documentation of technical expertise and capability in sufficient detail for the Government to adequately assess the capabilities of your company. It is imperative that business concerns responding to this Request for Information (RFI) articulate their capabilities clearly and adequately.

  4. Classified material and material samples will not be accepted.
