About this opportunity

The Naval Air Systems Command (NAVAIR) has issued a Request for Information (RFI) to identify industry sources capable of supporting the BQM-34S Subsonic Aerial Target program. This RFI, referenced as RFI-N00019-242-25-075, seeks information from companies with expertise in turbojet engine delivery, repair, overhaul, and conversion. The RFI is exploratory in nature and does not constitute a commitment to issue a future Request for Proposal (RFP). NAVAIR is gathering information to examine future capabilities and analyze potential alternatives for implementing the BQM-34S production restart. Responders should note that all costs associated with responding to this RFI will be borne solely by the interested party, and not responding does not preclude participation in any future solicitation.

The primary objective of this RFI is to engage industry in identifying sources capable of either delivering 100-150 new turbojet engines meeting specific performance requirements or providing repair, overhaul, and conversion services for J85-GE-5 and J85-GE-100 engines. Responses must be submitted as white papers by December 2, 2025 at 5:00 p.m. EST, with questions due by December 10, 2025 at 5:00 p.m. EST. Interested companies must provide detailed information about technical capabilities, manufacturing and repair facilities, throughput rates, parts sourcing, tooling requirements, and security clearance levels. Eligibility is open to various business types, though all responses must comply with Buy American Act provisions, emphasizing U.S.-only manufacturing. Engines must be developed, qualified, or have certified overhaul procedures by 2029 to support production restart in 2030 and engine deliveries beginning in 2031 at approximately 25 targets per year.
