About this opportunity
The Naval Air Systems Command (NAVAIR) has issued a Request for Information (RFI) designated RFI-N00019-242-25-076 seeking industry capabilities for turbojet engine repair, overhaul, and conversion services. The RFI specifically addresses the BQM-34S Subsonic Aerial Target program and targets companies capable of supporting engine maintenance and production restart operations. This is a formal information-gathering initiative published by the Department of the Navy's Naval Air Systems Command on November 20, 2025. The RFI does not constitute a commitment to award a future contract and serves as a market research tool to examine available industry capabilities and implementation alternatives. Interested parties should note that the government will not reimburse any costs associated with responding to this request.
The primary objective of this RFI is to engage with industry partners who can deliver turbojet engines (specifically J85-GE-5 and J85-GE-100 models) and provide comprehensive engine maintenance capabilities for the BQM-34S production restart initiative, with an established repair capability required by 2026. Interested companies must submit a detailed 50-page white paper by December 15, 2025, at 5:00 p.m. EST addressing technical capabilities, repair facilities, conversion expertise, parts sourcing, and production capacity. Questions regarding the RFI must be submitted by December 10, 2025, at 5:00 p.m. EST via email to designated points of contact. The RFI is open to various business types with standard Buy American Act provisions applicable, and participation is not mandatory for future contract consideration if a solicitation is released. All submissions become government property and will be reviewed by NAVAIR and support contractor Tekla. Interested parties should monitor the System for Award Management (SAM) website for any subsequent solicitation announcements related to this requirement.
