About this opportunity
The U.S. Army Contracting Command - Rock Island Arsenal is conducting market research via this Request for Information (RFI) to identify potential sources capable of developing an Arresting Cable Release Mechanism (ACRM) for the Mine Clearing Line Charge (MICLIC) system. The Army seeks innovative, mature, modular, and/or integrated solutions that can automatically sever or disconnect a 3/4-inch nylon rope arresting cable containing embedded electrical wires while under approximately 1,000 pounds of tension. Key requirements include a modular triggering mechanism leveraging environmental conditions and a modular release mechanism using electrical, mechanical, pyrotechnic, or other methods, with the capability to activate between 3 and 45 seconds after the line charge settles and withstand peak arrest forces of 10,500 pounds. The Army will evaluate white paper submissions (maximum 10 pages plus cover page) based on technical approach, company background, past defense contracting experience, assumptions and risks, and Technology Readiness Levels. Interested parties must submit responses via email to danielle.d.miller3.civ@army.mil by May 5, 2026, which is 30 days from the posting date of April 6, 2026.
This RFI is issued with no set-aside designation and is intended for market research purposes only, with no commitment to award a contract. No incumbent contractors are identified in this pre-solicitation notice, and no specific award value or budget range has been disclosed at this time. The ACRM must be installable by soldiers at the time of loading the M58 container onto the M1150 Assault Breacher Vehicle rather than at the factory, with minimal disturbance to the packed line charge. The Army has expressed preference for battery-operated electrical concepts to minimize additional cabling and enable future integration with robotic platforms. Respondents must provide export control classification determinations and current Technology Readiness Levels consistent with Department of Defense guidelines, with detailed interface drawings available to qualified contractors upon written request with appropriate security clearances.
