About this opportunity

The United States Postal Service (USPS) is seeking potential suppliers for air transportation services between Ketchikan and Hyder, Alaska through a Request for Information (RFI). The procurement involves air line-haul transportation and associated ground/terminal handling to support mail delivery, specifically requiring float planes capable of carrying 400-500 pounds per trip, with capacity to handle up to 1,000 pounds as needed. Suppliers must possess FAR 121 or 135 certification, demonstrate ability to handle hazardous and perishable materials, and meet strict mail protection requirements with fully screened employees. Interested contractors must submit comprehensive company information, capabilities, and certifications via email to designated USPS contacts by March 14, 2025 at 5:00pm ET. The RFI is designed to gather market intelligence and assess potential suppliers' capabilities for an anticipated contract starting in Summer 2025, with no immediate commitment to award a contract from this solicitation.

The procurement is not designated with any specific set-aside status and is classified under NAICS category 481 (Air Transportation) and PSC category V111 (Air Freight Transportation). The contract is expected to be an indefinite delivery/indefinite-quantity (IDIQ) arrangement with a potential duration of 4-8 years. Service requirements include operating a minimum of two days per week, excluding Sundays and holidays, with specific scheduled trips (5201-5204) between Ketchikan and Hyder, potentially utilizing routes through Rudyerd Pass or Pearse/Portland Canals. While no specific budget range is disclosed in the documentation, the comprehensive service requirements suggest a significant operational commitment from the selected contractor. The USPS is conducting this RFI to comprehensively evaluate market readiness and supplier capabilities for this specialized air transportation service in a remote Alaskan context.
