About this opportunity

The Air Force Life Cycle Management Center, Aerial Networks Division (AFLCMC/C3N) is conducting a Request for Information to identify contractors capable of designing, developing, and prototyping algorithms and functions for the SATURN Enhanced Data Rate (SEDR) waveform, a second-generation anti-jam tactical UHF radio system for NATO, with RFI responses due 12 June 2026 at 3:30 PM EST.

This is market research, not a solicitation; no compensation will be provided for responses, no funds are currently available, and the Government has not committed to issuing a follow-on RFP. The Government intends to transition this RFI into a formal RFP with funding alignment, though the final acquisition strategy regarding single versus multiple awards remains under formulation. No industry day has been finalized, though engagement opportunities are being considered.

AFLCMC/C3N seeks sources with expertise in Software Defined Radio (SDR) development, waveform design, and NSA-certified cryptographic integration. Support tasks may be assigned cooperatively among Government civilians, Federally Funded Research and Development Center (FFRDC) personnel, and industry contractors to develop, analyze, and test the Reference Implementation Lab (RIL) SEDR radio and integrate prototype code. Potential areas of focus include physical layer design, Mobile Ad Hoc Network (MANET) features, Internet Protocol interface issues, Communications Security (COMSEC), Transmission Security (TRANSEC), modeling and simulation, hardware development and prototyping, and information assurance boundary concerns. The Government seeks vendor input to define a Minimum Viable Product (MVP) and will conduct specification refinement, simulation validation, and initial implementation activities.

Responses must include Part 1 (technical capability and experience addressing SDR development, waveform types, classified development capabilities, facility clearance level, development methodology, test environments, and JITC certification experience) and Part 2 (corporate information including CAGE Code, DUNS number, DCSA authority office, business size under NAICS Code 334220, and existing ID/IQ contracts or BPAs). Specific waveform development requirements are designated Controlled Unclassified Information (CUI) and available in a separate addendum upon formal request with signed Non-Disclosure Agreement. Submit responses to Capt Velia Colunga (velia.colunga.1@us.af.mil) and Mr. Paul Munafo (paul.munafo@us.af.mil).

***RFI RESPONSE SUSPENSE EXTENDED - DUE 12 JUNE 2026 at 3:30 PM EST***

***Questions Posted for Q&A***

***Amendment 3 to RFI Posted - Amendment 3 extends response suspense to 12 June 2026***

Questions closed 14 MAY 2026***

Amendment 2 to RFI Posted - Amendment 2 extends response and changes POC. Please send information to Capt Velia Colunga velia.colunga.1@us.af.mil and Mr. Paul Munafo  paul.munafo@us.af.mil as Contract Specialist***

Amendment 1 to RFI Posted - Amendment 1 includes additional information about requesting CUI RFI Addendum and an NDA attachment. Send request for addendum and signed NDA to POCs. Additionally, Q&As from respondents are attached for post.

The Air Force Life Cycle Management Center, Aerial Networks Division (AFLCMC/C3N) is conducting market research to identify sources (potential SEDR acceleration contractors) with expertise, facilities, and personnel to design, develop, and prototype key algorithms and functions of waveforms, including but not limited to the SEDR waveform. The Government is seeking sources to expand its capacity to plan, develop, evaluate, analyze, test, demonstrate, exercise and document waveform specifications. The initial waveform whose advancement would be supported by this notice is the SEDR waveform.

SEDR support tasks may be assigned and cooperatively worked in parallel between C3NG government civilians, C3NG FFRDC personnel, C3NG A&AS contractors, and SEDR acceleration contractors. SEDR support tasks may include development, analysis, and test of C3NG Reference Implementation Lab (RIL) SEDR radios, to include integration of prototype code developed by one or more SEDR support task developers. SATURN Waveform specification, RIL SEDR radio prototype code and supporting documentation will be uploaded to the Department of Defense Information Repository (DoD IR) for distribution to all authorized SATURN stakeholders and radio developers. SEDR support tasks may include proprietary vendor specific radio engineering activities and implementation details. All proprietary SEDR support task work products should be identified as such and will be handled accordingly and protected from disclosure in accordance with applicable laws and regulations.

Features that could be explored under the initial SEDR advancement effort may include but are not limited to:
1. Physical Layer
2. Mobile Ad Hoc Network (MANET) Features
3. Internet Protocol (IP) Interface Issues
4. Communications Security (COMSEC)
5. Transmission Security (TRANSEC)
6. Modeling and Simulation
7. Hardware Development / Prototyping
8. Information Assurance boundary issues and concerns

The Government, through the RFI responses, seeks to understand vendor capabilities and experience to plan for a potential future solicitation. The attached document contains all necessary instructions for respondents.
