About this opportunity

The U.S. Army Corps of Engineers, Charleston District is requesting industry feedback on a proposed refinement to their past performance evaluation methodology for construction acquisitions. The Special Notice, posted on August 4, 2025, seeks contractor input on implementing a tiered minimum project value requirement based on the age of submitted past performance projects. This proposed approach would establish different minimum value thresholds for projects depending on when they were completed, with more recent projects requiring higher minimum values for consideration. The methodology aims to better align with current construction market conditions while maintaining relevance in past performance evaluations. All projects meeting the age-based minimum thresholds would be evaluated equally, without differential weighting during the evaluation process.

The primary objective of this initiative is to improve the Corps' acquisition processes by ensuring past performance submissions remain relevant and comparable to current market dynamics. Industry partners are specifically asked to provide feedback on the effectiveness of the tiered value structure, identify potential concerns or limitations, and suggest alternative methodologies that might better account for market changes. For a $10 million acquisition example, projects completed within 0-3 years would require a minimum value of $9 million, while older projects would have progressively lower thresholds down to $7 million for projects 5-10 years old. Contractors have until August 11, 2025 at 1:00 PM to submit their comments via email to the designated Corps personnel. No specific eligibility criteria are mentioned for participation in providing feedback, indicating the request is open to all interested industry stakeholders. The Corps emphasizes that contractor insights are highly valuable as they work to enhance their acquisition methodology while ensuring past performance evaluations capture relevant project experience.

Notice text

The U.S. Army Corps of Engineers, Charleston District, is considering a refinement to its acquisition approach regarding past performance submissions, with the goal of better aligning with current construction market conditions.

Specifically, we are evaluating the use of a tiered minimum project value requirement based on the age of the project as a submission criterion only. Please note: this would not involve weighting projects differently during evaluation. All eligible projects meeting the criteria would be evaluated equally.

An example of this proposed minimum submission requirement for a $10 million acquisition is as follows:

  • Projects completed within the past 0–3 years: Minimum value of $9,000,000
  • Projects completed within 3–5 years: Minimum value of $8,000,000
  • Projects completed within 5–10 years: Minimum value of $7,000,000

Only projects meeting the applicable minimum threshold based on age would be accepted for consideration in the past performance evaluation.

Before implementing this approach, we are seeking input from industry partners to determine whether this method would be beneficial and appropriate. Specifically, we welcome your feedback on:

  • The effectiveness of this tiered value structure in capturing relevant past performance
  • Any concerns or limitations you foresee with this approach
  • Alternative recommendations or methodologies you believe would better account for market dynamics while ensuring relevance and comparability of past performance

Your insights are highly valuable to us as we strive to improve our acquisition processes. Please provide your comments by 11 August 2025 at 1PM via email to michael.s.stiltner@usace.army.mil and addison.g.layfield@usace.army.mil.
