About this opportunity
The National Park Service, part of the Department of the Interior, is soliciting bids to lease four residential apartments within the historic Double Cottage building at the Johnstown Flood National Memorial in St. Michael, Pennsylvania. The procurement involves leasing individual apartment units, each approximately 900 square feet with two bedrooms and one bathroom, featuring amenities such as baseboard electric heat, laundry facilities, hardwood floors, front porches, and off-street parking. Bidders must submit completed bid forms along with required business organization information, business history documentation, and financial statements to demonstrate their ability to fulfill lease obligations. The evaluation criteria will award each apartment to the highest responsive bidder, with the National Park Service establishing a minimum fair market value rent of $6,600 annually or $550 per month for each unit. All bids must be submitted by 4:00 PM on November 4, 2024, with interested parties encouraged to contact Nathan Vinglas at the Allegheny Portage Railroad National Historic Site for property tours and additional information.
This opportunity does not utilize any small business set-aside designations and is open to all qualified bidders. No incumbent contractors or current lessees are identified in the solicitation materials. The minimum annual rent value is set at $6,600 per apartment, though bidders may offer higher amounts to increase their competitiveness in the selection process. The lease terms are structured for three-year periods, with staggered availability dates ranging from November 1, 2024, for Apartments 3 and 4, to April 1, 2025, for Apartment 1, and May 1, 2025, for Apartment 2. Performance will take place at the historic Double Cottage building located on North Main Street in St. Michael, Pennsylvania, within the boundaries of the Johnstown Flood National Memorial, where tenants will be responsible for utilities including trash, water, electricity, and sewer services while the National Park Service provides snow removal.
