About this opportunity
The United States Geological Survey (USGS) is seeking to procure hydrological instruments, equipment, and associated repair, maintenance, and servicing through a non-competitive indefinite quantity contract under the authority of FAR 6.302-1 (Only One Responsible Source). The USGS intends to award this contract to YSI Inc. of Yellow Springs, Ohio, as the sole source, as YSI is the only manufacturer and service provider of the specific equipment required. These hydrological instruments are critical components of the USGS national stream gaging network, which supports multiple federal agencies, tribal nations, state and local governments. The equipment will be delivered to the USGS Hydrologic Instrumentation Facility in Tuscaloosa, Alabama. Although this is not a competitive procurement, all responsible sources may submit responses by April 16, 2026, and the USGS will consider all submissions to determine whether a competitive procurement should be conducted instead. Questions regarding this opportunity should be directed to Daniel Galvin at daniel_galvin@ios.doi.gov with reference number 140G0126R0005. The anticipated contract award date is May 7, 2026.
This procurement carries no set-aside designation and is anticipated to be awarded to YSI Inc., the incumbent contractor. The contract will have a five-year performance period beginning from the award date. The NAICS code is 334513 (Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables), with a size standard of 750 employees. The PSC category is 6695 (Combination and Miscellaneous Instruments). No specific budget range or award value is disclosed in this pre-solicitation notice, and the contract structure as an indefinite quantity agreement means actual obligations will depend on the USGS's requirements during the performance period.

The United States Geological Survey (USGS) intends to award a non-competitive indefinite quantity contract to YSI Inc (YSI), Yellow Springs, Ohio, for hydrological instruments, equipment, and repairs, maintenance, and servicing in accordance with FAR 6.302-1. The equipment and repairs will be delivered to the USGS Hydrologic Instrumentation Facility (HIF), Tuscaloosa, Alabama, for five years from the date of award.
This hydrological equipment is an essential component of the USGS national stream gaging network, through which the USGS HIF supports numerous bureaus, federal agencies, tribal nations, state, and local agencies. YSI is the only company that manufactures and performance repairs and maintenance on its equipment and parts and therefore the only source that will meet the agency requirement.
The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only One Responsible Source and no Other Supplies or Services Will Satisfy the Agency Requirements.
