Paragraph 1:

The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure five replacement Telemetry Transmitters. This requirement is being sole sourced to Emhiser Research Inc. as the original equipment manufacturer that designs, owns, and produces these products. While this is not a request for competitive proposals, any firms believing they can provide the products fulfilling the requirements may submit a written response within 5 days demonstrating their ability to be responsive without compromising quality, accuracy, or reliability. All interested parties must be registered in the System for Award Management (SAM) database.

Paragraph 2:

This procurement does not have a set-aside designation. Emhiser Research Inc. is the incumbent contractor for these transmitters. No award value or budget range is provided in the notice. Prospective offerors must be certified through the Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within the contract.

The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure on an other than full and open competitive basis this requirement.
                                 Telemetry Transmitters Qty. 5
This requirement is sole sourced to Emhiser Research Inc. 2465 Old Hwy 40 W. Verdi, NV 89439-0189. These are direct replacements parts that must be procured directly from Emhiser Research Inc. as they are the OEM who designs, owns and produces these products. 
This notice of intent is not a request for competitive proposals; however, any firms believing they can provide the products fulfilling the requirements, may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy, or reliability of the product without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency respond to Andrea Farrell by email at: andrea.m.farrell7.civ@us.navy.mil.    
All responsible sources must be registered in the System for Award Management (SAM) database at the following website: http://www.sam.gov/portal/public/SAM.   
Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated.  It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an 'Active' status as the government cannot award to an entity without an 'Active' SAM registration.
