About this opportunity
The U.S. Department of State's Embassy in Singapore is soliciting proposals for the replacement of two aging Siemens compound circuit breakers (TX-1 and TX-2) located in the Main Distribution Board Room. The project requires contractors to supply all labor, materials, equipment, and services to remove the existing breakers and install new Siemens WL series breakers or equivalent units with both auto-charging and manual-charging mechanisms, integrated with a remote control panel and two Lockout/Tagout kits per breaker. Key requirements include comprehensive electrical testing, Defense Base Act insurance, a Licensed Electrical Worker certification for high-voltage work (600V and above), compliance with NFPA 70E and OSHA standards, SAM registration, and possession of all required local Singapore licenses and permits. The Government will award a firm-fixed-price contract to the lowest-priced, technically acceptable offeror based on initial proposals without discussions, though discussions may be held if determined to be in the Government's interest. Electronic proposals must be submitted to SGProcurementRFQ@state.gov by February 23, 2026, at 16:30 local time, in English and in MS Word, Excel, or PDF format not exceeding 30MB per email.
This solicitation contains no set-aside designations and does not identify any incumbent contractors. The anticipated contract value ranges between $100,000 and $250,000 USD, with all pricing to be quoted in Singapore Dollars with Goods and Services Tax listed separately. Work must commence within 10 calendar days of the Notice to Proceed and be completed within 30 calendar days, with a preconstruction conference scheduled for 10 days after contract award. Performance security of 50% of the contract price is required if the contract exceeds $150,000, and general liability insurance of 100,000 SGD per occurrence and 500,000 SGD cumulative is mandatory. The place of performance is the Central Area of Singapore, specifically the U.S. Embassy's Main Distribution Board Room.
