About this opportunity
The Hill Air Force Base in Layton, Utah, has issued a Special Notice announcing its intent to award a non-competitive, firm-fixed-price contract to City Light and Power for the installation of high voltage transformers in the base housing area. The procurement is being handled by the Department of the Air Force Materiel Command Air Force Sustainment Center and is designated as a Total Small Business set-aside opportunity. The Air Force plans to utilize the single source procurement authority under FAR 6.302-1, citing that only one responsible source exists and no other supplies or services will satisfy the agency's requirements. This authority is being invoked based on continuity requirements, as City Light and Power serves as the system owner for all high voltage infrastructure at the facility. The contracting activity emphasizes that this notice does not constitute a solicitation or request for offers.
The primary objective of this Special Notice is to inform the contractor community of the Air Force's intention to proceed with a non-competitive award while providing an opportunity for other potential sources to demonstrate their capabilities. Interested parties other than City Light and Power may submit capability statements electronically to Contract Specialist Amanda McLendon at amanda.mclendon@us.af.mil by 8:00 AM Mountain Time on July 18, 2025. The government has made clear that it is under no obligation to acknowledge receipt of submissions or provide feedback to respondents, and oral communications will not be accepted. Any contractor submitting a capability statement should understand that the government retains sole discretion in determining whether to convert this procurement to a competitive process based on the information received. The work involves installing high voltage transformers, duct banks, conduits, cables, and related electrical infrastructure as part of the Utility Privatization Contract for the Base Housing Area, with the project classified under NAICS code 221122 for Electric Power Distribution.
