About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center issued this Limited/Sole Source Justification Notice for the Replace Multi-Functional Controls and Displays (RMCD) Overarching Restructure (ROAR) program, which aims to integrate new hardware shipsets and software into C-5M aircraft to replace legacy Multi-Functional Display Unit (MFDU) systems. The procurement encompasses Engineering, Manufacturing, and Development (EMD) supplies and services, including software development, integration/installation, developmental testing, and training support for upgrading two C-5M aircraft with four large displays, three Graphics Processing Units, associated cabling provided as Government Furnished Equipment, new power supplies for mission planning equipment, and updated Ethernet Load Capability. The Air Force justified the sole-source approach based on a specific vendor's unique technical expertise and proprietary software rights for C-5M aircraft, confirmed through market research including a Request for Information posted on SAM.gov in August 2023 that revealed no other vendors could meet the complex integration requirements. Contract FA8525-25-D-B003 was awarded on June 20, 2025, to an undisclosed vendor for an undisclosed amount. The program is expected to span 7-10 years and includes various development and testing phases to modernize the aircraft's display and control systems.
