The U.S. Fish and Wildlife Service, Division of Acquisition, is issuing a Request for Proposal (RFP) to Construct the Replacement of the current Influent Water Treatment System. Work is at the Dwight D. Eisenhower National Fish Hatchery, 4 Holden Rd, North Chittenden, Vermont 05763
Due to complexity of this procurement, this action is being solicited as an Unrestricted/Full and Open Competition. The primary NAICS code is 237110 Water and Sewer Line and Related Structures Construction,, with a size standard of $ 36.50 million. This requirement is being procured in accordance with FAR Part 36 “Construction†may also require some design elements and FAR Part 15, “Contracting by Negotiationâ€. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects (c) Between $500,000.00 and $1,000,000.00
This work involves providing all labor, equipment, supplies, and construct as necessary to complete work as defined in the Specifications and Drawings that will be provided when the solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on 1) Key Personnel 2) Past Performance 3)Technical Approach and 4) Price Proposal (Schedule B).
Solicitation package number 140F0519R0029 will include the Solicitation Forms (SF1442), Statement of Work and other attachments as required. Documents will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on or about July 16, 2019. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer through (www.IPP.gov) using the data within the SAM registration database.
Firms are encouraged to attend the Pre-proposal site visit currently scheduled for 1030 ET, July 29th.
