About this opportunity
The Department of Agriculture's Animal and Plant Health Inspection Service seeks replacement of halogen lamps with full-coverage LED lighting and supporting infrastructure in a 15-by-26-foot air-conditioned greenhouse at its Forest Methods Pest Laboratory, with proposals due August 11, 2026. The procurement is a total small business set-aside.
Place of performance is Buzzards Bay, Bourne, Massachusetts. The work requires installation of LED fixtures (3-module ARIZE Element L2000 or equivalent) with dimmable controls and manual, non-motor pulley-based height adjustment. Six lights per greenhouse side are required—five height-adjustable and one potentially fixed due to heater positioning. A frame or rail system must be installed to support suspended fixtures. Each fixture provides approximately 5-by-5-foot coverage at 36 inches above canopy with approximately 1000-watt power output. A touch-screen control panel capable of adjusting light intensity and wavelength for each greenhouse half is required. Electrical panels and breakers must accommodate future lighting additions. Prevailing wage requirements under the Davis-Bacon Act apply; contractors must comply with federally-mandated wage rates for Barnstable County, Massachusetts.
Amendment 2, posted August 3, 2026, corrects the estimated project magnitude to between $25,000 and $100,000. Amendment 1, posted July 29, 2026, provided revised scope details specifying the fixture type and light count. Offerors must acknowledge receipt of both amendments prior to the original solicitation deadline. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors. The PSC code is Y1JZ, Construction of Miscellaneous Buildings.
