About this opportunity

The Air Force Research Laboratory seeks replacement of the air compressor system in Building 65 at Wright-Patterson Air Force Base, with proposals due July 14, 2026 at 12:00 PM ET. This is a Total Small Business set-aside using an RFQ vehicle.

Place of performance is Building 65, 2790 D Street, WPAFB, OH 45433. The contractor shall provide turnkey replacement including removal and disposal of two existing Ingersoll Rand Nirvanna air compressors (Model IRN100H-CC), one Ingersoll Rand air dryer (Model TS11A), one Zeks air dryer (Model 800HSFA400), associated filters, and a mist eliminator. The new system must consist of two oil-free, air-cooled rotary screw air compressors, each providing a minimum of 400 CFM at 125 psig, and two air-cooled dryers each sized for a minimum capacity of 490 CFM. The contractor must install a new prefilter system, modify concrete equipment pads, install new piping and valves allowing independent unit isolation, modify and extend electrical services per the National Electrical Code, and execute manufacturer-recommended startup and commissioning procedures. A master control system with automated lead/lag functionality and Modbus protocol communication outputs is required. Installation follows a phased sequence maintaining continuous plant air, with any required shutdowns not exceeding four hours and requiring advance Government approval. Deliverables include the operational system, Operations and Maintenance manuals for all new equipment, and up to four hours of training for up to three Government employees. Delivery is FOB Destination with a requested delivery of 10 weeks after award. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance. Evaluation uses Lowest Price Technically Acceptable methodology, with technical acceptability requiring compliance to all Statement of Work specifications and price as the primary evaluation factor.
