About this opportunity
Air Education and Training Command is conducting market research to replace BAK-15 aircraft arresting system controls at Buildings B2001 and B2003 at Columbus Air Force Base, Mississippi, with sources-sought responses due by May 28, 2026, at 3:00 PM CST. The procurement is set aside for Total Small Business and will be awarded as a firm-fixed-price renovation and construction contract under NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a $19 million size standard.
The estimated project magnitude ranges from $500,000 to $1,000,000. Scope includes full replacement of existing control components, demolition of the signal-controlled system, installation of new electrical service with conduit, conductors, disconnects, and transformers, replacement of the radio signal-controlled system with a modern fiber-controlled hard-wire system, furnishing and installing programmable logic controllers with battery backup, new control panels in the Air Control Tower and Runway Supervisory Units with LED indicator lights, and all testing and verification to ensure barriers raise in under 10 seconds from user input. The contractor must provide design services at 35%, 65%, 95%, and 100% phases with 14-day government review periods and comply with applicable UFCs, ETLs, NEC, and Columbus AFB Installation Facility Standards. Period of performance is 210 days with normal work hours Monday through Friday, 7:30 a.m. to 4:15 p.m., and after-hours work required to avoid airfield interruption.
Respondents must submit business name, CAGE code, points of contact, business size classification, socio-economic status, relevant project experience from the past five years, current bonding capacity, percentage of in-house work, and confirmation of willingness to subcontract with small businesses. Responses are strictly voluntary market research; any formal solicitation will be announced separately and require independent responses.
