About this opportunity

The Department of the Air Force Pacific Air Forces is seeking a contractor to upgrade and replace electrical infrastructure at Okuma, located in Okinawa, Japan. The project involves comprehensive transformer and lighting system renovation, including the removal of existing TH-6 and TH-7 electrical systems and demolition of existing transformer house buildings. Specific work requirements include installing new concrete pad-mounted transformers with decorative wall enclosures, rerouting electrical wiring, and replacing secondary main distribution panels with integrated lighting control systems. Critically, all existing transformers are contaminated with Polychlorinated Biphenyls (PCBs), mandating strict abatement and disposal procedures that comply with both Government of Japan and federal regulations. The solicitation requires full compliance with DoD, Air Force, and base design standards, with an emphasis on sustainable principles and life cycle cost-effective practices. The solicitation was posted on April 30, 2025, with proposals due by June 5, 2025, and the project design is currently at 0% completion as of July 20, 2023.

The contract opportunity is not designated with any specific set-aside classification and falls under NAICS category 334416 for Capacitor, Resistor, Coil, Transformer, and Other Inductor Manufacturing. The place of performance is specifically located in Okuma, Kunigami District, Okinawa, Japan, with laydown areas yet to be determined. While no specific award value is mentioned, the project scope suggests a substantial electrical infrastructure upgrade involving complex environmental remediation and electrical system replacement. The procurement will require specialized expertise in electrical system renovation, PCB abatement, and compliance with international and federal environmental regulations. Contractors will need to demonstrate capabilities in electrical engineering, transformer installation, hazardous material handling, and sustainable design principles to be competitive for this Department of the Air Force Pacific Air Forces contract.
