PRE-SOLICITATION NOTICE: This is NOT a request for proposal or invitation for bid. The 45th Contracting Squadron, Patrick AFB, FL announces the anticipated release of solicitation number FA2521-17-B-0012 being issued as an Invitation for Bids (IFB).  All applicable provisions and clauses will be included in the actual solicitation.  This electronic announcement constitutes the pre-solicitation notice.

This solicitation is being offered to Women-Owned Small Business firms; all others will be deemed non-responsive.  Contract award will be based on Sealed Bid - FAR Part 14.  In accordance with FAR Part 14.408(a)(3); Award will be made to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and price-related factors included in the invitation.

 Title:  Repair Transformer SAB

Project Number:  DBEH 17-1517

Place of Performance:  Cape Canaveral Air Force Station, FL (CCAFS)

Brief Description of work:  The work to be performed under this project consists of providing all materials, labor, equipment, and management necessary to repair-by-replacement of 13KV transformer and a utility-to-utility automatic transfer switch (ATS).  The work will entail removal of old SASC3 transformer (to include testing oil for PCB and disposal of transformer/associated materials in accordance with applicable regulations), procurement/installation of new SASC3 transformer and pad (KVA size will be the same as existing), and procurement/installation of new automatic transfer switch (ATS) ASCO 300/7000 SERIES Power transfer switch or equivalent that is a utility-to-utility ATS capable of handling the switching from existing SASI2 transformer and new SASC3 transformer with open transition.

This project will have a site visit which will be posted in the IFB.

The performance period for this project will be 245 calendar days to begin within 10 days after issuance of the Notice-to-Proceed (NTP).  NTP to be issued within 30 days after the award.

 This acquisition is being issued under FAR Part 19.1505 Women-Owned Small Business Set-Aside and solicited via Invitation for Bid.

 The Invitation for Bid will be available by Electronic Transmission only at:  http://www.fbo.gov.

 Potential bidders must be currently registered in System for Award Management to be eligible for award.  (See internet site:  http://www.sam.gov).

 Payment for this acquisition will be made through the Wide Area Workflow (WAWF) System.  Contractors must be registered in WAWF; see internet site:  https://wawf.eb.mil for registration.

 All responsible sources may submit an offer which will be considered by the 45th Space Wing.
