About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking repairs for Refueling Probe Assemblies (NSN 1680-01-656-2218GC, PN 70200-74022-059) supporting the HH-60G Helicopter Program through RFP FA8524-25-R-0015. This military-unique requirement involves specialized refueling probes that are electrically controlled and operated by helicopter fuel pressure to provide air refueling capability for HH-60W helicopters. The acquisition will result in a Firm Fixed Price requirements contract consisting of one basic year and four option years, with a projected performance period from May 1, 2026, through April 30, 2031. The government intends to make a sole source award to Sikorsky Aircraft Corporation due to proprietary data rights, as the Air Force does not possess the Acceptance Test Procedures data required for repair certification. Questions must be submitted by July 28, 2025, at 3:30 PM EDT, with the solicitation expected to be issued around August 7, 2025, and responses due approximately September 6, 2025.

This procurement is not designated as a small business set-aside, and Sikorsky Aircraft Corporation is identified as both the Original Equipment Manufacturer and the intended sole source contractor. The contract will cover repair quantities of 10 units each during the basic period and option year I, with 6 units each required during option years II through IV. Sikorsky is positioned as the only qualified source capable of manufacturing, repairing, or overhauling these items due to their ownership of proprietary technical data and test procedures. The anticipated award date is November 1, 2025, with inspection and acceptance occurring at F.O.B. Origin. While the government acknowledges this as a sole source situation due to intellectual property constraints, the notice states that all responsible sources may submit proposals for agency consideration.
