The procurement involves repair services for two specific components: the Automatic Deployment Unit (NSN 1680-99-695-3410MH, Part number MBEU201010) and the Powered Inertia Reel Device (NSN 1680-99-958-2695MH, Part number MBEU200425-1). This is a sole source acquisition, as the government lacks data rights for these proprietary items. The pre-solicitation notice was posted on December 8, 2025, with inquiries due by December 29, 2025, when the formal solicitation and attachments are expected to be released. Interested parties should direct all questions to the primary point of contact, Kinser George, at 478-954-4203 or kinser.george@us.af.mil.
The government intends to award this contract as a sole source to Martin Baker America (CAGE: 1Q842), located in Johnstown, Pennsylvania, due to proprietary data rights restrictions. No small business set-aside designation applies to this procurement. The contract encompasses a basic one-year performance period following award, with four additional option periods, for a total five-year span. The government estimates an annual requirement of 180 units per year, resulting in a total of 900 components over the full contract period. While specific dollar values are not disclosed in this pre-solicitation notice, the total contract value will be based on the Firm Fixed Price rates established for the repair services multiplied by the estimated quantities and annual requirements.
