About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting repair services for three CO-H2 Burner units (NSN 4Y 4460-01-357-3337) under a sole source procurement authority per FAR 6.302-1. The repair work must be completed in accordance with the sole source vendor's drawings and SUBMEPP Refurbishment Instruction No. 5320-012-0724 REV F CHG 9, with units refurbished to "A" condition standard. Key contract requirements include compliance with ISO 9001-2008 and MIL-I-45208 quality standards, MIL-STD-129 and MIL-STD-2073-1 packaging and marking standards, and DFARS item unique identification requirements. The contract will be awarded on a firm fixed-price basis with a DX-rated Defense Priorities and Allocation System designation and will be executed under Emergency Acquisition Flexibilities procedures. The Request for Quotation (RFQ) N0010426QZ051 was posted on March 17, 2026, with quotations due by March 20, 2026, representing a three-day response window.

This procurement carries no set-aside designation and involves three specific TRIPER serial number units (068TR03686, 068TR28485, and 068TR35593) with repair and refurbishment services as the primary scope, supplemented by a technical data delivery line item. The work must be completed within 365 calendar days from a lead time event following award, with delivery required to Naval Base Kitsap in Silverdale, Washington (DoDAAC N68438). SUBMEPP approval of certifications is mandated 20 days prior to material shipment, and payment will be processed through Wide Area WorkFlow utilizing DD Form 250 receiving reports. While specific award values are not disclosed in the solicitation, the requirement reflects the Navy's need for specialized burner unit repairs that cannot be economically sourced elsewhere due to lack of government ownership of technical data and the impracticality of reverse engineering. Inspection and acceptance will occur at the contractor's source location prior to shipment.
