About this opportunity

The Naval Supply Systems Command is seeking repair and refurbishment services for four 13NL45+ high pressure air compressors (HPAC) in support of the TRIPER program for Ohio-class submarines. This is a sole source procurement being conducted under FAR 6.302-1 authority, requiring the work to be performed directly by the original manufacturer since the government does not own the technical data rights needed to purchase from alternative sources. The refurbishment must be completed according to SUBMEPP TRIPER Refurbishment Instruction NO. 5130-012-0729 REV E Chg 3, with the objective of restoring the compressors to an operable condition that performs like new units. The procurement carries a DX priority rating under the Defense Priorities and Allocation System, indicating high national defense priority. The solicitation deadline is August 19, 2025, following an extension from the original July 17, 2025 due date, and the quantity was increased from three to four units through Amendment 0001.

This procurement does not utilize any set-aside designations and is structured as a firm fixed-price contract. The quantity was amended from three to four 13NL45+ high pressure air compressors, with the National Stock Number 4310-LL-H88-0710. Delivery is required on or before September 30, 2026, to the Trident Refit Facility in Kings Bay, Georgia. The contract includes two line items covering both the refurbished compressor units and associated technical data, with different delivery terms for each component. The procurement is being managed by contracting officer Jeffrey Dietrich at NAVSUP Weapon Systems Support in Mechanicsburg, Pennsylvania. While no specific contract value is disclosed in the available documentation, the sole source nature and specialized defense application suggest this is a high-value procurement for critical submarine systems.
