About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) is soliciting repair services for circuit card assemblies (NSN 7HH 5998-01-255-9871) supporting the SPY-1 Radar system through Request for Quotation N00104-26-Q-UB42. The Navy does not own the technical drawings, which are owned by the responsible managing contractor (RMC) and are maintained in three-dimensional format. Contractors must be authorized repair sources and may become qualified through submission of a Source Approval Request (SAR) packet. Key contract requirements include adherence to MIL-STD-2073 packaging standards, government source inspection at origin, CAV reporting requirements, IUID marking per DFARS 252.211-7003, and comprehensive cybersecurity compliance with NIST SP 800-171 standards. Quotations are due by May 4, 2026, and must be submitted electronically to AMBER.L.WALE.CIV@US.NAVY.MIL with pricing submitted as firm-fixed price, not-to-exceed, or estimated rates for repair services only; test and evaluation quotes will not be accepted. Award will be made on a bilateral basis requiring written contractor acceptance prior to contract execution.

This procurement carries no small business set-aside designation and is anticipated to be awarded to a sole source contractor under FAR Part 13. The government is seeking repair of 65 circuit card assemblies with a required delivery turnaround time of 188 days after receipt of assets and an induction period extending 365 days from contract award. Quotation submissions must include unit repair pricing, total price, repair turnaround time confirmation, new unit pricing, facility locations, detailed cost breakdowns with profit rates, CAGE codes for award and inspection, and minimum 90-day quote expiration dates. Contractors unable to meet the requested 188-day timeframe must clearly identify capacity constraints, and a reconciliation price reduction will apply for failure to meet the required repair turnaround time with maximum reduction amounts to be specified by the contractor. No specific budget or award value is disclosed in this pre-solicitation notice, and the government will consider facility locations and repair capabilities as part of the contractor qualification and evaluation process.
