Key contract requirements include comprehensive repair services involving test, teardown, evaluation, disassembly, cleaning, corrosion control, and return of items to like-new, serviceable condition, with strict compliance to Electrostatic Discharge (ESD) control programs, counterfeit prevention measures, and specific marking and traceability standards. Evaluation will be conducted using a price-only method, with the lowest-priced technically qualified vendor expected to receive the award on a firm fixed-price basis with a 120-day price hold. The submission deadline is January 5, 2026, and interested potential offerors must verify receipt of their proposals by sending a confirmation email to the Primary Contact after initial submission.
This procurement carries no set-aside designation and involves a Defense Priorities and Allocations System (DPAS) rating of DO: A7. No incumbent contractor or award value range is specified in the solicitation documents. The contract requires repair and return of two antenna units with delivery expectations aligned to the firm fixed-price structure, and contractors must comply with extensive reporting requirements including Commercial Asset Visibility Air Force (CAV AF) daily status reporting, packaging standards per military specifications (MIL-STD 2073-1 and MIL-STD 129), and Item Unique Identification (IUID) marking in accordance with MIL-STD-130. The estimated qualification cost for sources seeking prequalification is approximately $13,000 with a 60-day timeline, though six Source Qualification Waiver Criteria may provide exemptions for vendors with prior government experience on similar items. Performance of work will take place at the contractor's facility, with the contracting officer reserving the right to proceed with award without delay for qualification demonstrations.
