About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice regarding the repair of two LN-251 INS/GPS Navigation Systems on its WP-3D Orion aircraft. The LN-251 is a critical navigation system that uses inertial and GPS technology to continuously calculate the position, orientation, and velocity of the aircraft.
The purpose of this Special Notice is to notify interested parties that NOAA intends to award a sole-source contract to Northrop Grumman, the only known source with the full troubleshooting and repair capability for the LN-251 units, which contain proprietary schematics and performance standards. NOAA is providing an open period from May 20, 2024 to June 4, 2024 for any interested parties to submit documentation demonstrating their capability to meet the requirements and comply with the sole-source justification. Responses should be sent via email to the specified government representative.
Notice text
The National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC) at Lakeland, FL operates two (2) WP-3D Orion aircraft in support of several operational projects. Each aircraft is equipped with a Multi-Mode Radar (MMR) and within it, an LN-251 INS/GPS Navigation System. INS’s are navigation devices that use accelerometers, gyroscopes and a computer to continuously calculate by dead reckoning the position, the orientation, and the velocity of a moving object without the need for external references. The INS must initially align itself with its position and velocity from a known source accompanied with the initial orientation. After alignment, the INS computes its own updated position and velocity. Two of AOC’s LN-251 units fail to align and require servicing.
