About this opportunity
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Short Range Recovery (SRR) Product Line is seeking qualified contractors to repair and perform major repair services on MH-65 Hoist Control Panels (Part Number 80-25002-003, NSN 1680-01-HS1-3011). This is a pre-solicitation notice issued as a Request for Information (RFI) for market research purposes only, and no contract will be awarded from this announcement. Contractors must possess OEM certification or be OEM Service Centers capable of performing repairs in accordance with Breeze Eastern LLC's Component Maintenance Manual (CMM) and provide required documentation including Federal Aviation Administration compliance certifications. Interested contractors must submit capability statements and respond to three key questions addressing their OEM status, repair capabilities for the specified part number, and ability to maintain required technical documentation. The response deadline is January 23, 2026, allowing potential offerors approximately five weeks to prepare and submit their capability statements and answers to the government's inquiry.
This RFI carries no set-aside designation and does not identify any incumbent contractors or award values, as this is purely a market research exercise to identify qualified sources for potential future procurement. The hoist control panel is an older version originally manufactured by Electrospace Systems, Inc., though a newer version from Breeze Eastern is also in use; notably, the government acknowledges that neither version is currently procurable from the OEM. No specific contract timeline or quantity is specified in this pre-solicitation notice, as the government is in the information-gathering phase to assess contractor capability and market availability. The technical scope involves repair of a primarily electrical control system with integrated variable hydraulic valve components that control hoist assembly speed, requiring contractors to demonstrate advanced technical knowledge and access to OEM maintenance documentation. Interested contractors without existing NSN databases or parts catalogs may reference the attached Component Maintenance Manual (dated July 31, 2019) for technical specifications and repair procedures.

Amendment One is to answer the following question:
QUESTION:
We have worked on many control panels and have even re-engineered a few when no OEM support was available. If available, can you provide any additional background information on this unit, cross reference, OEM, purchase history, etc. as the part number is currently not displayed in NSN Now or parts base.com? We would like to check our repair history and drawing database for reviewing this opportunity.
ANSWER:
Hoist control panel part number 80-25002-003-NVG is an older version from Electrospace Systems, Inc. that is still in use but is no longer procurable. A new version manufactured by Breeze Eastern (the Original Equipment Manufacturer (OEM) of the Rescue Hoist Assembly) is also in use. Attachment 1, which is a copy of the Component Maintenance Manual (CMM) for this part number covers parts and repair procedures.
The panel is primarily electrical control with a variable hydraulic valve that controls the speed of hoist assembly pay out/retrieve. One of the problems with this panel that no one seems to be able to figure out is some of the hydraulic valves “creep” in that in the “null” position, the hoist assembly will still be rotating either up or down, the newer version of the hoist control panel from Breeze has the same problem with a different part number valve. The request for information (RFI) for repair of this is not targeting a solution for the creep problem, there are plenty of the Not Ready For Issue (NRF)I panels that don’t have the creep problem.
As far as not finding a National Stock Number (NSN), it is because there was never a NSN assigned to the part, as the USCG is the only user of either version.
