About this opportunity

The Naval Air Systems Command (NAVAIR), through its Precision Strike Weapons Program Office (PMA-201), intends to procure repair services for the Harpoon Weapon System (HWS) Missile Subsystem Test Set (MSTS) Altimeter Test Panel Assembly. This procurement is being pursued as a sole source acquisition under statutory authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1, with NAVAIR planning to award a Firm-Fixed-Price delivery order to The Boeing Company against existing Basic Ordering Agreement N00019-21-G-0006. The agency has determined that only one responsible source exists that can satisfy the requirements, as Boeing is the sole designer, developer, manufacturer and integrator of the Harpoon weapon system and possesses the exclusive experience, proprietary technical documentation, software algorithms, facilities and manufacturing techniques necessary for this work. This pre-solicitation notice is for informational purposes only and is not a request for competitive proposals, though responsible parties may submit capability statements. The response deadline for capability statements is September 19, 2025, and any determination not to compete this procurement remains solely at the Government's discretion.

This procurement does not utilize any set-aside designations and Boeing Company has been identified as the incumbent contractor under the existing Basic Ordering Agreement. The notice indicates that Boeing is considered the only qualified source capable of fulfilling these specialized repair requirements within the required timeframe due to their unique position as the original equipment manufacturer. While no specific contract value is provided in this pre-solicitation notice, the procurement will be structured as a Firm-Fixed-Price delivery order arrangement. The notice mentions that subcontracting opportunities may be available through Boeing, with Francisco Renteria serving as the point of contact for interested subcontractors. No specific quantities or detailed timeline information beyond the capability statement deadline are included in this informational synopsis.
