About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research through a Request for Information to identify potential sources capable of repairing the F-15 Air Data Processor (ADP), NSN 6610-01-432-8459FX, P/N 2118952-5. The ADP is a military-unique component that monitors air pressure flow and adjusts engine inlet ramps to support F-15 aircraft operations. Prospective contractors must demonstrate expertise, capabilities, and experience in repairing this specialized equipment and must possess or have access to proprietary repair technical data that is currently retained by the approved source and essential to maintaining part quality. Responses to the Contractor Capability Survey must address general capabilities including facility description, past experience, technical data generation capabilities, monthly capacity, and quality assurance processes such as AS9100 certification; repair capabilities including experience with similar components, diagnostic tools, configuration management, and inspection procedures; and commerciality questions regarding pricing, workforce arrangements, and warranty processes. The deadline for responses is close of business on March 26, 2026, with submissions to be directed to Madison Norris (madison.norris@us.af.mil) and copied to Joseph Jones (joseph.jones.81@us.af.mil).
This procurement carries no set-aside designation and is open to both large and small businesses, with joint ventures and teaming arrangements supported. The known incumbent source is Honeywell International, CAGE 5Y043, located at 21333 N 19th Avenue, Phoenix, Arizona. The requirement is structured as a five-year requirements contract consisting of a basic year plus four one-year ordering periods extending through fiscal year 2032, with projected quantities of 60 units per ordering period to support field-level demand. F-15 aircraft must be supported until approximately 2045, indicating the potential for long-term contract continuation beyond the initial five-year period. The ADP must be manufactured to the stringent Honeywell drawing specification PS68-870192 Rev B, Drawing 2118952 Rev C, with exact form, fit, function, and interface requirements non-negotiable for effective mission accomplishment. Participation in this market research does not guarantee participation in future solicitations or contract awards, and the Government will not reimburse expenses associated with responses.

Air Data Processor (ADP)
6610-01-432-8459FX
The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements for repair of the F-15 Air Data Processor, NSN: 6610-01-432-8459FX, P/N: 2118952-5. The level of security clearance in this requirement has not been determined. The Repair Method Code (RMC) /Repair Method Suffix Code (RMC/RMSC) for these items is R3/C; where RMC/R3 is repair, for the second or subsequent time, directly from the actual manufacturer and RMSC/C signifies that this part requires engineering source approval by the design control activity in order to maintain the quality of the part by the approved source. The approved source retains repair knowledge, or technical data, that is not readily available to the Government. The data or knowledge is essential to maintaining the quality of the part. The Government does not own or have access to the data for these items. The ADP monitors the flow of air pressure and adjusts the ramps as necessary. The ADP was developed to improve the accuracy and reliability for the Air Data Computer and Electronic Air Inlet Controller (EAIC) and functions by providing more accurate sensors and allowing expanded and selectable Source Error Corrections (SEC). The Government did not provision for a competitive acquisition package including the full repair technical data or acquisition of any test equipment that would be required to perform organic repairs. The ADP is a military-unique item that must be manufactured to the Honeywell drawing specification, PS68-870192 Rev B, Drawing 2118952 Rev C. The drawing specification, PS68-870192 Rev B, Drawing 2118952 Rev C, contains extremely stringent design requirements and must meet exact form, fit, function and interface requirements for effective F-15 mission accomplishment. Therefore, a commercial item will not satisfy the unique requirements of this acquisition.
Contractor shall furnish all material, support equipment, tools, test equipment, and services.
