About this opportunity

The Department of the Air Force, through the Air Force Life Cycle Management Center (AFLCMC/ESKA) at Robins Air Force Base, Georgia, intends to award a five-year, firm-fixed-price requirements indefinite delivery contract on a sole-source basis to Crane Electronics, Inc., for repair and modernization of AN/ALQ-131 Electronic Warfare system components in support of Foreign Military Sales customers, with a response deadline of November 5, 2026.

The sole-source justification rests on 10 U.S.C. 3204(a)(1): Northrop Grumman Systems Corporation, the original equipment manufacturer, retains proprietary ownership of all technical data and has officially designated Crane Electronics, its sister organization, as the sole authorized repair source. Crane possesses the intellectual property, specialized test equipment, and engineering expertise uniquely necessary to satisfy the requirement.

Work involves test, tear-down, evaluation, repair, modernization, and condemnation of critical components for AN/ALQ-131 electronic countermeasure pods. Specific components include Band 3 High Voltage Power Supply (NSN 6130-01-620-4346EW, 2 units per year), RX Processor (NSN 6130-01-603-6656EW, 3 units in base period and 2 per ordering period thereafter), and Band 4/5 High Voltage Power Supply (NSN 6130-01-565-7448EW, 5 units per year). Performance occurs at Crane Electronics' facilities supporting FMS customer requirements.
