About this opportunity

The U.S. Coast Guard is seeking repair services for six Electronic Guidance Indicators (EGI) 764+429+JAIC components used in MH-60T helicopters through solicitation number 70Z03825QJ0000388. This firm-fixed price procurement requires repairs to be performed exclusively by Honeywell International, the Original Equipment Manufacturer, or an OEM-authorized repair facility capable of providing comprehensive certification including traceability to the manufacturer and Certificate of Conformance per FAR clause 52.246-15. Offerors must demonstrate expertise in repairing these specialized, complex technical components and maintain ISO 9001-2000 quality management system compliance. The evaluation will consider the lowest-priced, technically acceptable offer submitted in accordance with the requirements outlined in the solicitation attachments. The quotation submission deadline has been extended to September 2, 2025 at 2:00 PM EDT, with quotations accepted via email to specified Coast Guard procurement contacts.

This is an unrestricted requirement with no set-aside designation, allowing all responsible sources to compete despite the anticipated sole-source award to Honeywell International (Cage Code 0BAF5). The small business size standard is established at $40 million under NAICS code 488190 for Other Support Activities for Air Transportation. The procurement includes three primary line items: Test and Evaluation for one unit, Repair for six units, and Beyond Economic Repair/Scrap for one unit, with repair timeframes of 15 calendar days for initial evaluation and 90 days for complete component repair. Work will be performed at the contractor's facility, with components requiring thorough corrosion inspection, comprehensive documentation of repair history, and tracking through the Coast Guard's Asset Computerized Maintenance System. The anticipated award date is August 21, 2025, though this may be adjusted given the extended response deadline.
