About this opportunity
The Department of the Army National Guard (126th Air Refueling Wing) seeks quotations for repair of multiple trash enclosures at Scott Air Force Base, Illinois, with quotes due August 14, 2026. This is a Total Small Business set-aside under NAICS 236220, Building Finishing Contractors (1,250-employee size standard).
Place of performance is Scott AFB, Illinois (South Drive, building locations specified in the Performance Work Statement). Work includes demolition and reconstruction of two damaged trash enclosures—one near the KC-135 static display with a damaged gate and rotated corner pillar, and one at Building 5000 with detached back panels—encompassing brick facade replacement on all eight corner pillars of both enclosures, new CMU walls with decorative brick cladding and precast concrete coping, gate hardware reinstallation, and dumpster relocation and return. All brick work must comply with ASTM C216 (severe weathering grade face brick), Type S mortar per ASTM C270, and Air Force Corporate Facilities Standards. The contractor must conduct a mock-up panel for approval prior to full-scale installation and complete AF Forms 103 (Work Clearance Request) and 592 (Welding/Cutting/Brazing Permit). Work is limited to Monday through Friday, 7:30 A.M. to 4:30 P.M., and must commence within ten calendar days of Notice to Proceed with an estimated 60-calendar-day performance period.
The project is valued between $100,000 and $250,000 under FAR 36.204. Construction wage rates apply per Wage Determination IL20260007. Bonding is tiered: contracts between $35,000 and $150,000 require a Payment Bond within ten days of award; those exceeding $150,000 require both Performance and Payment Bonds (SF 25 and SF 25A) within ten days. The contract is Firm-Fixed-Price.
Evaluation is based on three approximately equally weighted factors: Technical Capability/Experience, Past Performance, and Price. Vendors attending the mandatory consolidated site visit on July 23, 2026, at Scott AFB (Building 5002) receive a technical rating boost. Quotes must include a completed pricing sheet, proposed on-site supervisor resume (maximum 2 pages), technical narrative with project schedule, subcontractor information, and acknowledgment of all amendments (most recent: Amendment 0003, posted August 11, 2026). All contractor employees must complete Antiterrorism Awareness Level I training within ten calendar days of contract start and comply with base security requirements. Quotations must be submitted electronically to 126.ARW.MSC@us.af.mil with subject line "RFQ Response to W50S7S26Q0015, [Vendor UEI]." Offer validity is 60 calendar days from the quote deadline.
