About this opportunity
The United States Coast Guard, under the Department of Homeland Security, is soliciting quotations for the repair of nine Cockpit Tactical Display units (PM-10.4-MFD, NSN 1560-01-HS3-0673) used in HC-144 aircraft. This Request for Quotation (RFQ) number 70Z03826QL0000113 seeks qualified contractors to provide inspection, repair, and overhaul services in accordance with Original Equipment Manufacturer specifications and current Component Maintenance Manuals. Technical acceptability is the primary evaluation criterion, requiring contractors to demonstrate either current FAA certification as a 145 Repair Center, Original Equipment Manufacturer status, or OEM approval to perform the required services; any vendor other than the OEM or Production Approval Holder must be FAA 145 certified and perform at least 50 percent of work at their certified facility. Awards will be made on a firm-fixed-price basis to the lowest-priced quotation meeting technical acceptability standards. The solicitation was posted on April 22, 2026, with quotations due by April 28, 2026, and the offer period shall remain firm for 60 calendar days from the specified receipt date.
This is a restricted sole-source solicitation with no small business set-aside, anticipated to be awarded to Neuro Logic Systems, Inc. (CAGE Code 1L5F5), the Original Equipment Manufacturer. Contractors must deliver all repaired units within 90 days after receipt of material to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, though early delivery is preferred at no additional cost. Bidders must be ISO 9000 compliant or maintain a quality system acceptable to the Coast Guard and are responsible for obtaining all proprietary OEM documentation required to complete the repairs. Contractors must provide a Teardown and Inspection Report within 5 calendar days of component inspection and furnish appropriate airworthiness documentation upon completion. No drawings, specifications, or schematics are available from the USCG, placing the burden on the contractor to secure necessary technical data from the OEM to successfully execute the repair work.
