Added: May 27, 2011 10:03 am Modified: Jun 17, 2011 2:35 pmTrack Changes The 319th Contracting Flight, Grand Forks Air Force Base, ND intends to issue a Request for Proposal for a firm fixed price contract using performance price tradeoff procedures. The work requirements to be performed by the contractor consist of, but are not limited to the repair and/or replacement of various cathodic protection systems and their components. The existing cathodic protection system is installed on piping systems consisting of storm drains, water lines, fittings, hydrants, valves, casings, waste drainage, and foam fire protection piping. There are 10 specific cathodic protection piping systems at Grand Forks Air Force Base, North Dakota. All work shall be in conformance with the requirements of the contract including furnishing all plant, labor, materials, equipment, supplies, and supervision necessary in strict accordance with plans and specifications of the contract and as specified in the Technical Provisions. The resulting contract will have a magnitude between $250,000.00 to $500,000.00. The performance period will be 120 days. This acquisition is a 100% Set Aside for Small Business under North American Industry Classification System (NAICS) Code of 238190, and the small business size standard is $14 million. Award will be made using Past Performance Trade-Off (PPTO) procedures resulting in the best value to the Government.

All prospective offerors are required to be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered for award. Contractors can obtain further information on the Central Contractor Registration database at web site http://www.ccr.gov/ and http://orca.bpn.gov/ . This solicitation will only be available for
viewing and downloading at http://www.fedbizopps.gov/. No paper copies or CD-ROMs will be issued. The Government anticipates posting the solicitation on or about July 5, 2011. The 319th Contracting Flight at Grand Forks AFB, ND is conducting market research to determine the existence of certified companies that can complete the repair and/or replacement of various cathodic protection systems and their components. The existing cathodic protection system is installed on piping systems consisting of storm drains, water lines, fittings, hydrants, valves, casings, waste drainage, and foam fire protection piping. There are 10 specific cathodic protection piping systems at Grand Forks Air Force Base, North Dakota. The project also contains all other support construction as required. It is anticipated the period of performance of the resultant contract will be 120 days after receipt of the notice to proceed. A winter no-work period of 1 Nov - 15 Apr shall apply. Updated information will be posted electronically on Federal Business Opportunities as it becomes available.
The North American Industry Classification System (NAICS) Code is 238190, and the small business size standard is $14M. The government anticipates award of a firm fixed price contract using Performance Price Tradeoff Procedures.
