About this opportunity

The US Army Corps of Engineers, Alaska District is seeking a small business contractor to repair the storm drain system at Fort Wainwright, Alaska through a two-phase design-build project. The project involves removing and replacing catch basins and manholes, replacing underground storm pipes, constructing infiltration basins, and demolishing obsolete airfield structures to improve drainage and reduce bird hazards near aircraft operations. Evaluation will occur in two phases, with Phase 1 assessing past performance and organizational management, and Phase 2 examining technical approach, proposed schedule, and pricing. The solicitation (W911KB25R0024) will be available electronically on or about April 16, 2025, through the PIEE Solicitation Module and System for Award Management websites. Interested offerors must be registered in the System for Award Management (SAM) and will be required to submit proposals according to the specified criteria.

The contract is a 100% small business set-aside with an estimated contract value between $8,000,000 and $10,000,000 and a performance period of approximately 300 calendar days. The project will include specific site improvements such as 12" storm pipe installation, 3-6" cobble placement, storm manhole construction, and unclassified excavation. Contractors will be responsible for improving the existing storm drain system to enhance drainage efficiency and prevent water ponding in airfield infield areas. The government intends to award a single firm fixed-price contract to the most qualified offeror who provides the best overall value. Potential contractors can contact the project points of contact, Ron Jackson (907-753-5596) or Mark Corn (907-753-2817), for additional information about the solicitation.

DESCRIPTION OF WORK: This is a 2 phase design build project that will provide for the removal/replacement of catch basins and manholes, the replacement/abandonment of underground storm pipes, construction of infiltration basins, and demolition of obsolete airfield structures.  The existing storm drain system has periods of time where water ponds in the infield portions of the airfield that can attract birds and causes hazards to aircraft.  The project will increase efficiency within the existing system to improve drainage and supplement the system with basins that detain water without visible surface ponding.  The construction will include storm drain pipe and manhole replacement, infiltration basin installation, asphalt replacement, and instrument demolition.  The site improvements will include 12” storm pipe, 3-6” cobbles, storm manholes, and unclassified excavation.

All offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/).  Joint Ventures (JV) must be registered in SAM as the joint venture.  Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award.  Lack of registration in the SAM database will make an offeror ineligible for award.

PHASE 2:

Factor 1: Technical Approach
