About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking to procure blood and blood products for the Reno VA Medical Center through a sole source contract with Vitalant. The procurement encompasses a comprehensive range of blood-related products including various types of red cells, platelets, plasmas, cryos, whole blood, and Reference Laboratory Testing Services (RLTS) testing capabilities. The contractor must maintain FDA compliance, provide 24/7 delivery services with same-day turnaround capabilities and urgent order fulfillment within two to four hours, and conduct mobile donor operations. The VA has determined that Vitalant is the only FDA-established vendor in the Reno, Nevada area capable of meeting these specific requirements based on extensive market research. The evaluation will consider whether any alternative sources can demonstrate comparable capabilities through documentation of their qualifications and service offerings. Interested parties must submit their responses to Leah Smith at leah.smith@va.gov by October 20, 2025, at 11:00 AM Pacific Time.

This procurement does not utilize any set-aside designation and is classified under NAICS code 621991 (Blood and Organ Banks) with a small business size standard of $40 million. Vitalant, located at 9305 E VIA DE VENTURA, SCOTTSDALE, AZ 85258-3597, has been the incumbent provider since 2020 with satisfactory performance history. The contract structure is a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) arrangement with a guaranteed minimum of $10,000 and maximum aggregate value of $1,750,000. The five-year contract period extends from December 1, 2025, through September 30, 2030, with five distinct ordering periods spanning this timeframe. Performance will take place at the Reno VA Medical Center in Reno, Nevada 89502, requiring local presence to support the critical delivery timelines for blood products and emergency medical needs.
