About this opportunity
The Commodity Futures Trading Commission intends to award a sole source contract renewal to RELX, Incorporated doing business as LexisNexis for continued hosting and maintenance of the agency's legislative history database. The one year base contract with four one-year options would provide LexisNexis to maintain the proprietary, searchable database developed after winning a 2004 competitive award to digitize the agency's paper records. Responses to the November 20, 2020 presolicitation notice confirmed LexisNexis as the only responsible source able to meet the requirement due to its exclusive rights to the linking capabilities in its commercial databases that provide access to the legislative documents.
There is no set-aside designation for this requirement. As the incumbent contractor since 2004, LexisNexis is identified as the potential awardee based on its unique ability to provide access to the legislative records through its proprietary database links. The NAICS code for database and directory publishers is 519130 and PSC code for automated data processing equipment maintenance and repair services is J070. The sole source justification estimates the one year base contract value to be approximately $250,000 with the total contract value including four option years not to exceed $1.25 million.
