About this opportunity

The National Institutes of Health (NIH) has published a Special Notice regarding the renewal of a Firm-Fixed Price purchase order for the maintenance of its Digital Asset Management System (DAMS) Enterprise Cloud. The NIH, Office of NIH History and Stetten Museum (ONHM) intends to award the purchase order on a sole source basis to the incumbent contractor, Preservica Inc.

The purpose of this notice is to inform the public of NIH's intent to renew its contract with Preservica Inc. for the continued maintenance and support of ONHM's DAMS, which was established in 2023-2024 to consolidate and manage the agency's digital documents. The one-year contract with four option years will provide ONHM with the necessary ongoing support and enhancements to its DAMS, allowing for improved file organization, search functionality, and duplicate detection. The notice states that award to any other contractor would result in significant duplication of effort and additional costs to migrate ONHM's digital assets to a new system. While this is not a request for competitive quotes, any party that believes it can fulfill the requirement may submit a written capability statement by the due date of September 19, 2024.

Update #1 ·

The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Preservica Inc. on a sole source basis.

In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement listed below.

The purpose of this notice is to inform the public that the NIH, Office of NIH History and Stetten Museum (ONHM) intends to issue  purchase order for a period of one year and four (4) option years to Preservica, Inc. to renew its Digital Asset Management System (DAMS) Enterprise Cloud Maintenance.  In 2023-2024, ONHM started consolidating its digital documents, in variety of formats, in a single integrated digital asset management system (DAMS) set up and maintained by Preservica, Inc.  This project provides continuity and ongoing support for ONHM’s new DAMS and allows ONHM to manage its digital holdings in a single, secure space; to improve overall file organization and search functionality; and to detect duplicates more easily, thereby minimizing the rate of growth as its analog and digital collections expand.  With Preservica’s support, ONHM has spent the past year building, populating, and organizing a new DAMS structure. Preservica offers a DAMS that can interface with NIH’s other collection software, provides enhanced IT support and understanding of federal cybersecurity requirements, and preserves documents in a wide range of legacy and proprietary formats.

Preservica’s repository is constructed to meet not just common business specifications but also industry-held digital library and archival preservation standards, which is an enormous advantage in managing ONHM’s archival and museum collections.  Award to other than the incumbent would mean not just losing rare features and functions, it would effectively result in a duplication of effort and require significant additional costs to migrate ONHM’s thousands of assets to a new DAMS, design and establish a new DAMS structure to fit a new product.

This notice is not a request for competitive quotes. However, any party that believes it can fulfill the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates the ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another company has the capability to satisfy this requirement.

Responses to this notice must have the notice ID #SS-NIH-7077027 in the subject line of the email. Please email responses to zetherine.gore@nih.gov no later than 12 p.m. EST on Thursday, September 19, 2024.
