Notice text
The General Services Administration is requesting proposals for renewable energy certificates (RECs) for GSA and possibly other agencies to meet environmental goals. The successful offeror will deliver the required RECs for FY2016. The delivery date for the RECs is November 30, 2016 for FY2016. The solicitation requests pricing for 770,000 MWhs for FY2016. All of the RECs will come from new renewable resources that meet the definitions of the solicitation. The RECs may be used to meet LEED certification requirements and will therefore need to be Green-e certified. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest price per MWh for RECs and meets the solicitation's minimum technical requirements. Supplier technical and price responses to the solicitation are due no later than 11:00 a.m. on September 20, 2016. This procurement is being conducted on an unrestricted basis. The NAICS Codes for this procurement are 221111, 221114, 221115, 221116, 221117 and 221118. Contact Mr. Ken Shutika on (202) 329-1826 if you have any questions.
