Update #2 · Latest ·

The Naval Sea Systems Command, Naval Undersea Warfare Center Division, Newport, RI, (NUWCDIVNPT) intends to award, on a sole source basis, to Hydroid, Inc. of Pocasset, MA a procurement modification under Contract N66604-11-D-0165, awarded as a five-year Indefinite Delivery, Indefinite Quantity cost plus fixed fee contract on 19 October 2010. This Contract N66604-11-D-0165 is for the development of and engineering services on existing REMUS Unmanned Undersea Vehicles (UUV) and their associated programs. The modification focuses on the fabrication and rapid prototyping of a new REMUS-based UUV and includes an estimated 8,300 engineering, management, and administrative support hours, as well as incidental material procurement and travel costs. Under the Statutory Authority of 10 U.S.C. 2304(c)(1), the Government intends to solicit and negotiate solely with Hydroid, Inc. the original equipment manufacturer (OEM), which is the only responsible source able to satisfy the Government's needs. Use of a non-OEM source would require that source's access to exclusive proprietary intellectual property, namely REMUS technology, or a substantially more funding and time to develop similar technological capabilities. This notice of intent is not a request for competitive proposals; in accordance with FAR 5.203, this announcement serves as a 5 day notice prior to a proposed contract action that the Government intends to solicit and negotiate with only one source.
