About this opportunity
The National Park Service Southeast Region is seeking contractors to remove a derelict 1976 18-foot Cane Cutter fiberglass boat that washed ashore on Santa Rosa Island near Fort Pickens, Florida on August 5, 2025. The vessel, located at coordinates 30.32262N, 87.29051W on the south side of the island west of Battery Cooper, was investigated by U.S. Park Rangers and Florida Fish & Wildlife Officers who could not identify the owner, leading to its classification as abandoned property on August 9, 2025. The scope of work includes removing the vessel from sand, water-based towing, haul out, hazardous waste removal, salvage, and disposal, with all removal operations conducted by water to minimize environmental impact to beach areas, vegetation, sea grasses, and submerged lands. Contractors must provide containment barriers to prevent hazardous materials from escaping into surrounding environments and are responsible for proper disposal of both the vessel and containment materials. The removal is necessary to prevent environmental damage, protect park resources, and maintain visitor safety, with the vessel requiring transport through the Gulf of Mexico and back through Pensacola Pass.
This procurement opportunity is designated as a Total Small Business set-aside, restricting participation to qualified small business entities. The pre-solicitation notice was posted on August 25, 2025, with responses due by September 1, 2025, providing contractors with a brief seven-day response window. The work involves a single 18-foot fiberglass vessel requiring complete removal and disposal services, with specific geographic constraints limiting removal methods to water-based operations only. The contract falls under NAICS code 483211 for Inland Water Freight Transportation and PSC category P300 for Salvage-Marine Vessels, indicating the specialized nature of the marine salvage work required. No incumbent contractors, specific award values, or detailed performance timelines are mentioned in the pre-solicitation documentation. The National Park Service intends to promote maximum competition within the small business community for this environmental remediation project.
