Update #4 · Latest ·

This is an amendment to a previously issued Request for removing and replacing the South side roof of the Old Milking Barn at the Pierce Point Ranch. The roof of the South side of this building is approximately 180' x 45'. The contractor shall strip, and properly dispose of, all roofing materials (existing metal flashing and sawn wood shingles) to the skip sheathing. Any structural work below shingle level shall be performed by the National Park Service (Historic Preservation Crew). After repair work is completed by NPS, the contractor shall install new Certigrade #1 Blue Label 16-inch-long Red Cedar shingles (or approved equal), with a 4 ½" reveal, with stainless steel fasteners, and appropriate copper flashing (valley and step flashing where needed). Shingles should be installed according to Cedar Shake and Shingle Bureau Design and Application Manual. The NPS estimate approximately one month time frame to complete structural work depending on weather. The amendment is issued for the purpose of providing interested parties additional information via a Question and Answer and a clarification on Technical Specifications Section 07313, as follows:

QUESTION1: In regard to Section 07313 Part 1.5-A. The document states that the guarantee must be for a period of 5 years. If awarded the job the bonding companies will only allow a period of 2 years for the bond. The warranty is considered part of the job being completed as they are responsible for any repairs should the contractor not be available for any reason.

ANSWER 1: Section 07313 Part 1.5-A has been removed from technical specifications. This Request for Quote covers Warranty under FAR Clause 52.246-21, Warranty of Construction.

The contractor shall coordinate their work schedule with the NPS Preservation Crew. Upon contractor removal and disposal of roof shingles, the contractor shall coordinate their work schedule with NPS Preservation Crew who will identify and make necessary repairs to roof rafters and skip sheathing prior to contractor installing the new shingles. The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and incidental services necessary to perform the work under of this contract.

The Government intends to award a single, firm-fixed price contract. The Request for Quotation (RFQ) will include one base line item. The period of performance for base work is estimated to be August 24, 2015 through November 30, 2015.

Award selection will be based on the responsible firm whose offer conforming to this RFQ will be most advantageous to the Government, on the basis of the lowest evaluated price meeting or exceeding the acceptability standards for non-cost factors.

The North American Standard Industrial Classifications System (NAICS) code for this requirement is 238160, with a corresponding size standard of $15 million.

This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business shall be considered nonresponsive and will be rejected. In order to be eligible for award contractor must have an active Sam.gov registration at the time of award.
