About this opportunity
The U.S. Department of Agriculture Forest Service, Coconino National Forest, is soliciting sources for a remote sensing and geophysical survey contract using ground-penetrating radar (GPR) to identify subsurface disturbances and anomalies across up to five acres in Arizona, with a sources-sought response deadline of September 21, 2026 and formal solicitation to follow. The procurement is set aside for Total Small Business.
Work encompasses a base unit of approximately two acres at Flagstaff Ranger District, with two optional units totaling an additional three acres at Red Rock Ranger District and Mogollon Rim Ranger District. The contractor must conduct intensive GPR surveys using transects no more than one meter apart with minimum depth penetration of two meters, then produce georeferenced maps, digital photography, and comprehensive reports characterizing anomaly locations and dimensions.
Period of performance runs from award through December 1, 2027, with fieldwork completion required by June 15, 2027. Draft reports are due within 90 days of fieldwork completion; final reports within 45 days of Forest Service review. Personnel performing survey work must be qualified and trained in GPR operations and data interpretation, with resumes submitted for approval before fieldwork begins. Deliverables include digital draft and final reports, geospatial data in shapefile format, all digital photos, and raw survey data. Payment is authorized only upon completion of specific phases: fieldwork completion, draft report submission, and final report delivery. The contract requires compliance with ASTM D6432-20 professional standards and accuracy to within one meter for identifying subsurface disturbance extent.
